Don Guthrie, PA-C

Don graduated from the OU PA program in 1981. He lives in Choctaw, OK and has practiced in the Oklahoma City metro area for the past 45 years.

Don is a veteran of the United States Air Force and the United States Air Force Reserves. His professional experience includes private, corporate, institutional, and governmental medical services. Don has practiced in rural and metro areas in Family Medicine, Internal Medicine, Geriatrics, Occupational Medicine, Urgent Care, and Pain Management.

Since 2020, Don has served on the OAPA Board as Treasurer (2020-2024), Chairman of the OAPA Finance Committee, President-Elect (2024-2025), President (2025-2026), and Chairman of the Legislative and Governmental Affairs Committee.

Don is firmly committed to the OAPA Mission Statement: Secure and strengthen the PA profession in Oklahoma through Advocacy, Promotion, and Continuing Medical Education.

Sandra Harrison, JD, MPA,

Sandra Benischek Harrison, JD, MPA, was appointed Executive Director of the Oklahoma State Board of Medical Licensure and Supervision in September 2024, having previously served in the positions of Interim Executive Director and Deputy Director since 2023. Prior to joining the Board, Sandra was the Vice
President of Legal and Regulatory Affairs at the Oklahoma Hospital Association. She served there for 10 years in various roles but primarily as legal counsel and in advocacy. From 2017 to 2023, Harrison also served as Chairman of the Telehealth Alliance of Oklahoma, a nonprofit entity educating and advocating
for removal of barriers to telemedicine in Oklahoma. Sandra served as one of five board members of the nonprofit Center for Telehealth and Elaw from 2018 to 2022 and is currently serving the organization on their Advisory Board. Her recent seminar presentations include topics such as Evolving Standard of Care
On the Use of Cannabinoids, Terpenes and Flavonoids in Pain Management, Discussion of Federal and State Laws, State-by-State Insights: Analyzing CTeL’s 50 State Telehealth Surveys on Payment Parity and Prescribing, Uses of Artificial Intelligence in Medicine and Dentistry, Perspectives on Legislation Affecting
Medical Practice, Oklahoma Legislative Session Health Care Wrap Up, Oklahoma Opioid Law and Policy, Telehealth in Oklahoma, and the Oklahoma Journey of Medicaid Managed Care. Her most recent recognitions include “Telehealth Policy Leader Award recognizing Outstanding Achievement in Advancing
Telehealth Policy and Government Relations to Improve Healthcare for Oklahomans” presented by the Telehealth Alliance of Oklahoma (Sept. 2025) and the “President’s Service Award” for dedicated service to the PA profession presented by the Oklahoma Academy of Physician Associates (Sept. 2025).
Earlier in her career, Sandra served for 5 years at the Oklahoma Department of Human Services with her final roles as Chief Administrative Officer and Interim Chief Operating Officer. Harrison also served both sides of the Oklahoma Legislature as Fiscal Analyst for the Oklahoma State Senate and as Staff Attorney
for the Oklahoma House of Representatives. She also practiced as a private sector attorney in civil matters and is licensed to practice in both Oklahoma and New Mexico. Harrison earned a bachelor’s degree in political science from the University of New Mexico, a master’s in public administration, and a Juris
Doctorate from the University of Oklahoma.
